Individual assessment under § 19 (2) in conjunction with § 21 StVZO, and subsequently the issue or correction of the Betriebserlaubnis by the registration authority, must therefore regularly be clarified. Before buying parts and before welding or cutting, the following must be agreed in writing with a competent expert: first registration and VIN, the exact engine and gearbox codes, donor and ECU specification, output, emissions stage and complete emissions and OBD equipment, noise, catalytic converter, fuel system, welded engine-mount work, axle loads, steering, driveshafts, brakes, suspension, and wheels and tyres. For output changes TUV SUD refers to VdTUEV-Merkblatt 751; DEKRA requires evidence on emissions and noise as well as catalytic converter, heat and ground clearance. For an H-Kennzeichen, TUV Rheinland names an age of more than 30 years and accepts period conversions within ten years of first registration. For the EG (1992-1995) this window ends by calculation in 2002-2005; the documented factory K20A donors begin in 2001, but no automatic recognition of the specific conversion follows from that.
